Why not just build the spreadsheet myself?

You can, and if you have run this tournament before you probably already have. What takes the evening is not the typing — it is the conflict formulas, the tiebreaker order written down before anyone argues, and the printables. That work is done here, checked in both Excel and Google Sheets, for about the price of one round of coffees for the volunteers.

Is this software or a subscription?

Neither. It is a one-time purchase of a workbook plus printables. There is no account and nothing to renew.

Does it work in Google Sheets, or only Excel?

Both. The formulas deliberately avoid functions that break on import into Sheets, and the workbook is checked in both before release.

Will it build my bracket for me?
